Procedures for
PSD / NSR Modification

1. Both Title V and SIP applications must be submitted to EPD. The Title V application must consist of at least the following completed sections:

   • A - Facility Information
   • B - Facility Emissions
   • C - Rule Applicability (for ENTIRE facility)
   • Any other sections that pertain to changes being made.
   • Notarized certification page signed by the "responsible official."
2. The public has a 30-day public comment period.
3. EPA has a 45-day review period which begins at the end of the public comment period. The public notice is modified to encompass PSD/NSR.
4. The application must include a description of the change, the emissions resulting from the change, and any new applicable requirements.
5. The applicant may submit a "suggested permit."
