Both Title V and SIP applications must be submitted to EPD. The Title V application must consist of at least the following completed sections:
- A - Facility Information
- B - Facility Emissions
- C - Rule Applicability (for ENTIRE facility)
- Any other sections that pertain to changes being made.
- Notarized certification page signed by the "responsible official."
- Construction may begin upon the
facility's receipt of the SIP Construction/proposed operating
permit. The final approval letter must be received by the
facility before commencing operation.
- The public has a 30-day public comment
period.
- EPA has a 45-day
review period which begins at the end of the public comment
period.
- At the end of EPA's review
period, a letter will be sent to the facility advising that
the permit is final or, if necessary, a new permit will be
issued.
- The application must include a
description of the change, the emissions resulting from the
change, and any new applicable requirements.
- The applicant may submit a
"suggested permit."
