Permit-by-Rule Application

Georgia's Permit-by-Rule application is available on on this web site as a PDF document. The PDF document is not editable at this time; it will be replaced by an editable Microsoft Word™ document in the near future. Simultaneous submission of an SIP permit application may be required for facilities that do not yet have an SIP operating permit.

A facility applying to operate under a Permit-by-Rule is actually applying for a Synthetic Minor permit which effects operational limits through by the facility agreeing to comply with the specific Permit-by-Rule found in Georgia Rules for Air Quality Control 391-3-1-.03(11). A facility accepting a Permit-by-Rule is not exempt from the obligation to apply for and obtain a Construction (SIP) Permit and/or an Operating (SIP) Permit unless specifically exempted in the Permit-by-rule. Complying with the requirements of a Permit by Rule does not relieve a facility of having to comply with other requirements of the Rules.
